Maritime Center for Training & Qualification:
The maritime center for Training & Qualification is a property of the Yemen Arabian Sea Ports Corporation , this center is located inside the administration building of Mukalla Seaport in Khalf Region – Mukalla District \ Hadhramout Governorate .
The maritime center was established in June 2024 as per a ministerial resolution No. ( 10 ) , 2024 , the resolution was issued by the minister of transport Dr. Abdulsalam Saleh Humaid , under the directives of Mr. Eng. Salem Ali Basamer Chairman of board of directors of YASPC in coordination with the general authority of the maritime affairs for the preparation of the center's programs and approving the issued certificates in order to meet the needs of the incorporation plus the other offices related to the seaport .
A ministerial resolution was issued No. ( 19 ) , 2024 , regarding commissioning Mr. Majid Salem Al-quaiti to be appointed as the director for the maritime center for training & Qualification .
The center was established in the building of the administration of the Yemen Arabian Sea Ports Corporation
( Khalf Seaport ) , the center contains training halls and an office for managing the center , the center is operating in coordination with the specialist and academic institutes and centers to prepare and presenting the internal and external training programs besides online training programs .
The Fundamental Goals of the center have been identified based upon the above-mentioned resolution:
1 ) Enhancement of the capacities of the Yemen Arabian Sea Ports Corporation staff and employees at its headquarter and the other related seaports in the other governorates ( Shabwah , Almahrah and Socotra Archipelago ) , subsidiary of the general authority of the maritime affairs – Mukalla throughout the organization of courses and the requirements for obtaining the efficiency certificates for Captains , maritime engineers , in addition to the different financial , administrative and technical specialties for the purpose of preparing highly qualified staff in different scopes of the activities related to the seaport and the maritime affairs .
2 ) Conducting the studies and the scientific and applied researches , presenting the required technical consultations to handle all issues that are referred from the Corporation or the authority in the governorate .
3 ) Exchange of experiences with the specialist institutes and the authorities that are related to the seaports plus the maritime transport .
Specialties & Missions of the administration of the maritime center for Training & Qualification:
1 ) Preparing an annual plan regarding the needs of the Corporation for the staff , this center must be reported about the weaknesses of the working staff throughout developing a plan for training and rehabilitation for the staff in coordination with the departments in order to demonstrate the required needs .
2 ) Implementing the works based upon well-prepared programs for training & rehabilitation of the staff based upon the plan and the reports of the performance efficacy , moreover identifying the weaknesses and strength of the manpower .
3 ) Presenting the proposals to develop the administrative organization and labor method .
4 ) Identification of the different training requirements with coordination with the departments and subsidiaries under the supervision of the chairman of the board of administrators and developing a timed plan as per the priorities .
5 ) Supervising the provision and supply of all requirements and the educational aids plus the training aids for developing and upgrading the capacities of the targeted staff within the required scope of work .
6 ) Communication & coordination with all training centers by organizing the training courses , workshops to develop the human resources .
7 ) Communicating and coordination with all competent authorities , Skills Development Fund in the governorate via the effective contribution .
8 ) Issuance of the certificates for the trainees and the certificates of appreciation and following the maritime licenses with the maritime affairs .
9 ) Supervising AND implementing all training activities as per the panned .
10 ) Providing all necessary requirements including a training bag for the trainees during the establishment of the courses and workshops .
11 ) Raising reports for the achievement of the training courses each year .
12 ) Communicating with directors of the departments regarding the candidates for the courses plus supervising the internal and external enrolment .
Achievement of the maritime center For Training & Qualification:
1 ) A commercial Registry was obtained under the name ( The maritime center for Training & Qualification ) From the ministry office of industry & Commerce .
2 ) The maritime center has a job practice permit from the ministry office of technical education and vocational Training .
3 ) Availability of halls , offices , computers , all educational and training aids ( Internet – Direct Contact Device ) .
4 ) Availability of scientific library , references , special curricula , scientific research , awareness and training .
5 ) Setting regulations applicable for the center .
6 ) Partnership agreements with training institutes and centers specialist for the seaports at the Arabian Academy for science & Technology , maritime transport in Alexandria and the Jordanian Academy For Maritime Studies
